I'm a happy Eclipse user (formerly happy NetBeans user), and I've never
run into this problem with either IDEs. What do you mean exactly? Is it
a file locking problem?

On my current project, I'm working with a combinaison of Eclipse and
Maven (from Jakarta), which is pretty neat. From Eclipse I got the nice
editor and CVS integration while Maven takes care of all the chores,
generating the website, the Javadocs, building reports. They work really
well together, at the same time (if you have a big box).
